Pallet Wrap Suppliers for Distributors: Wholesale & Private Label
When distributors compare pallet wrap suppliers, five things decide whether the relationship works: the type of supplier, what can be private labeled, the minimum order and container plan, how the price is calculated, and the quality and documents behind each batch. Each one shows up later in your resale margin or in how reliably you can restock customers. The simplest starting point is the stretch film your customers already buy: send every supplier the same specification and compare like with like.

Which type of pallet wrap supplier fits a distributor?
Buying direct from a stretch film manufacturer in China works best when your demand is predictable and you have the space and cash to hold imported stock. An importing wholesaler makes more sense for smaller, more frequent replenishment, and a local stockist is the one you call when a customer runs out tomorrow. Many distributors use more than one.
| Supplier type | Typical order basis | Pricing basis | Lead-time basis | Private label | Who holds local stock? | Best fit |
|---|---|---|---|---|---|---|
| Direct manufacturer | Production MOQ, often measured by weight | Per kg, ton or agreed roll specification | Production plus freight and clearance | Confirm customization scope | Distributor | Repeat wholesale demand |
| Importing wholesaler | Cases or pallets, subject to stock | Per case, pallet or roll | Local stock and replenishment schedule | May require a separate production order | Wholesaler | Smaller, frequent orders |
| Local stockist | Available stock units | Per roll or case | Stock availability and delivery route | Usually limited on existing stock | Stockist | Urgent top-ups |
To be direct about it: if you sell less than a container a month, or your customers expect weekly deliveries, a local wholesaler may serve you better than a factory. Compare delivered cost and stock turnover, not just the ex-works price, before choosing your stretch film supplier.
Which pallet wrap products should a distributor stock?
Most of a distributor’s volume will be hand and machine pallet wrap, so build the range around those two. Add pre-stretch, extended-core, colored or recycled-content film when specific customers ask for them. Specialist SKUs bought on speculation are how a pallet wrap distributor ends up with slow-moving stock.
| Customer or requirement | Product to consider | Typical format or specification check |
|---|---|---|
| Small warehouses using manual wrapping | Hand stretch film | Common hand-roll widths: 250–500 mm, approximately 9.8–19.7 in; confirm thickness and net weight |
| 3PL warehouses and factory wrapping lines | Machine stretch film | Match width, core and roll diameter to the wrapper; confirm the working pre-stretch setting |
| Manual wrapping with lower pulling effort | Pre-stretch film | Specify finished thickness and length after factory pre-stretching |
| Customers requesting built-in hand grips | Extended-core hand film | Confirm film width separately from total core length |
| Load identification or concealment | Colored stretch film | Specify hand or machine format, color and required opacity |
| Accounts requiring documented recycled content | GRS-certified stretch film | Confirm recycled percentage, application and order-level documentation |
Typical thickness references include 15–20 µm (approximately 59–79 gauge) for general hand wrapping and 20–50 µm (79–197 gauge) for heavier-duty or machine applications. The stretch film selection guide explains these starting ranges. Load tests on the customer’s real pallets settle the right gauge, and the nominal thickness on your labels should match what is actually in the roll.
What can be private labeled on pallet wrap?
Private label stretch film usually means your brand on the roll label and the carton, plus your own pallet labels and, if you want one, a house film color. Treat each of these as its own line item, because each can carry its own minimum, color limit or lead time.
Having these ready speeds up an OEM quotation:
- Roll labels: vector artwork, label dimensions, barcode data and required product wording.
- Outer cartons: artwork, carton markings, SKU codes and the required pack quantity.
- Colored film: a Pantone reference or physical sample, and whether you need transparency or opacity. See colored stretch film applications for how each color is used.
- Pallet labels: warehouse barcode requirements, SKU descriptions and batch-identification fields.
- Branded product sheets: the layout, using only specifications and claims supported by the agreed film data.
A practical approval sequence is:
- Confirm the film specification and quantity for each SKU.
- Submit artwork and approve the packaging proof.
- Arrange film samples and any required printed-packaging sample.
- Approve the sample and record the accepted specification.
- Confirm production against that approval.
- Inspect finished rolls, packaging and labels before shipment.
At Tuosheng Packaging, colored, printed or custom specifications can carry a different MOQ from our 3-ton standard for clear film. We quote the private label minimum, print colors, setup charges and sampling schedule against your artwork rather than applying one fixed figure.
Wholesale terms: MOQ, mixed containers and lead time
A wholesale pallet wrap order has to satisfy two plans at once: the factory’s production minimums and your own stock plan. The headline MOQ is only part of it, because individual specifications or printed packaging can carry their own minimums. Ask for a container plan that lists quantities by SKU, then check it against your sales forecast and warehouse space.
Tuosheng Packaging’s standard MOQ is 3 tons for clear stretch film. As stated in the FAQ on our homepage, samples are usually ready in 3–5 days, and standard orders are usually ready to ship about 10–14 days after we receive the deposit, depending on quantity and customization. Freight and customs clearance come on top of that.
For a mixed bulk stretch wrap order, get these in writing:
- Permitted film types and the minimum quantity per SKU.
- Cartons, pallets and net film weight allocated to each item.
- Additional production time for custom cores, colors or cartons.
- Available trade terms, the named port or delivery point, and included charges.
The importing stretch film guide covers container planning. Distributors with rewinding equipment can also buy jumbo stretch film and convert it locally; jumbo vs finished rolls sets out the cost of cores, labor and waste.
How is wholesale pallet wrap priced?
Compare wholesale pallet wrap on net film weight, even when suppliers quote per roll or per case. LLDPE resin costs, film grade and packaging all move the price. A roll price on its own hides two common problems: a heavy paper core adds weight but no usable film, and a shorter roll quietly raises the cost per meter of film.
To compare offers fairly, convert every quote to price per kg of net film, then add freight, import charges and local handling in the same way for each supplier. Our guide to stretch film quotes walks through nine traps to check, from heavy cores to cartons that hold fewer rolls than you think, with a worked example that puts three offers on one basis.
Your customers will judge the film on consumption and wrapping performance, not price per kg. Use the cost-per-pallet guide to measure actual usage in trials before promising anyone savings.
Quality checks that protect your resale margin
Inconsistent batches are what cost distributors their customers. Before ordering, agree what every batch must deliver: net film weight, roll length, thickness and wrapping performance that match the approved sample. With written acceptance criteria, a complaint becomes a measurement against the specification instead of an argument.
Include these checks in the purchase specification:
- Net film weight and roll length checked on randomly sampled rolls, with the empty core weighed separately, and an agreed way to settle any shortage.
- An approved sample kept on file, with the bulk order made to match it.
- Comparable test methods for stretch behavior and puncture resistance.
- Winding quality, damaged edges, cling and unwinding on the intended equipment.
- A batch inspection report linked to the order and SKU.
- A retained approved sample, production-sample retention and change notification.
Three ASTM methods come up most often. ASTM D4649 guides stretch-film selection and application. ASTM D5459 addresses elastic recovery, permanent deformation and stress retention; ASTM D5748 addresses protrusion puncture resistance. A standard number on a spec sheet is not a pass level, so agree which methods apply and what result counts as a pass.
How Tuosheng Packaging checks net weight, thickness and tensile force
We measure net film weight by difference. Before production, we spot-check the weight of the paper cores from the batch that will be used. After winding, we spot-check the weight of finished rolls and subtract the core weight to get the film-only weight per roll. When you compare suppliers, ask each one how they arrive at the net weight they quote: a weighed figure can differ from a nominal weight calculated from width, length and thickness.
We also measure film thickness and tensile force with our own testing instruments, so a sample can be checked against the agreed specification in-house rather than judged by hand feel alone.
For supplier approval, use the manufacturer evaluation checklist. To check performance on representative customer loads, see the pallet stability guide.
Compliance documents for EU and US resale
Documents need to match the exact film and the destination market. EU buyers need chemical and packaging evidence, UK buyers need records supporting Plastic Packaging Tax treatment, and US importers need accurate classification and entry information. A company-level certificate does not cover every SKU in every market.
Purchasing checks for ordinary outer pallet wrap, reviewed October 12, 2026:
| Market or claim | Documents to request | Purchasing purpose |
|---|---|---|
| EU: REACH | Product-specific SVHC information and relevant reports identifying the Candidate List version assessed | Check chemical information duties using ECHA’s guidance |
| EU: packaging and PPWR | Applicable EU declaration of conformity, supporting technical information and relevant heavy-metals evidence | Connect the actual film to applicable packaging requirements and responsible parties |
| UK: Plastic Packaging Tax | Recycled-content calculation, material-source evidence and records linked to product lines or batches | Support the tax treatment of the imported packaging |
| US: import entry | Material and construction details, commercial invoice, packing list, origin and proposed HTS classification | Allow the importer or broker to verify classification and current duties |
| GRS-certified orders | Current Scope Certificate, agreed recycled content and applicable transaction documentation | Verify certification scope and traceability for the purchased goods |
The PPWR generally applies from August 12, 2026, with some requirements phased in later. Directive 94/62/EC was generally repealed on that date, subject to transitional provisions. An older heavy-metals report is still useful evidence, but on its own it does not show PPWR conformity. See the European Commission’s packaging overview and our PPWR supplier questions.
Private label orders need extra care here. Under Regulation (EU) 2025/40, putting your own name or trademark on packaging can make you the manufacturer for PPWR purposes, so agree early who holds which documents.
UK plastic packaging containing at least 30% recycled plastic is not chargeable for Plastic Packaging Tax, but evidence and registration-threshold rules still matter. HMRC also states that pre-consumer plastic will cease to qualify as recycled content for this tax from April 1, 2027. Check HMRC’s current guidance when planning future orders.
For standard unsupported, non-cellular polyethylene film, HS 3920.10 is the six-digit starting point under WCO Chapter 39. The full US classification and duties depend on the entry date; see the stretch film HS code guide.
Recyclability and local collection are a separate question, covered in is pallet wrap recyclable?. For anything market-specific, check obligations with your customs broker or compliance adviser before shipment.

Frequently asked questions
What is the minimum order for wholesale pallet wrap from a manufacturer?
Tuosheng Packaging’s standard MOQ is 3 tons for standard clear pallet stretch film. Custom colors, printing or other specifications may have different minimums. Ask whether the quoted MOQ applies to the whole order, each film specification or each packaging design before planning your opening stock purchase.
Can I sell pallet wrap under my own brand?
Yes. Tuosheng Packaging supplies private label pallet wrap with your branded labels and packaging. Ask about label and carton printing options, artwork requirements and minimum quantities. Approve the product specification and packaging proof before production, and make sure every claim on your labels has evidence behind it.
Is it cheaper to buy pallet wrap from a manufacturer or a wholesaler?
A manufacturer usually offers a lower product price once order volume covers production and freight. A wholesaler can still be cheaper overall for small or frequent deliveries. Compare landed cost, storage, financing and stock turnover for the same film specification before deciding which supply route suits your business.
How is wholesale pallet wrap priced?
Wholesale pallet wrap may be quoted per kg, ton, roll or case. Convert offers to price per kg of net film, excluding core weight from the weight calculation. Check thickness, length and performance separately, then compare freight and other charges on the same delivery basis.
Can I mix hand and machine pallet wrap in one container?
Hand and machine pallet wrap can share a container when the production quantities and loading plan work for both sides. Check the minimum per SKU, pallet arrangement and any scheduling impact. Ask Tuosheng Packaging for a mixed-container proposal for your order; the 3-ton standard MOQ covers clear film and does not by itself mean any SKU mix is possible.
What documents should a pallet wrap supplier provide for EU customers?
Ask for REACH SVHC information, packaging heavy-metals evidence and the applicable PPWR declaration with supporting information, matched to the film grade and intended use. For recycled-content orders, add the agreed material declaration and certification records. Agree which party holds each document before shipment.
How long does a private label pallet wrap order take?
A private label order needs its own schedule covering artwork approval, sample approval and production, and custom cores or cartons can add time. Tuosheng Packaging’s standard orders are usually ready to ship about 10–14 days after the deposit, depending on quantity and customization; ask for a separate schedule for your branded order and freight.
Is pallet wrap the same as stretch film?
Pallet wrap, stretch wrap and stretch film commonly describe the stretchable film used to secure palletized goods. Pallet wrap is common wording in the UK, while US buyers often use stretch wrap or stretch film. Specify the application and roll details, because stretch film also includes other wrapping formats.
